해남군의회(의장 이성옥)는 박상정 의원이 대표 발의한 ‘해남군 화훼산업 활성화 조례’를 제347회 임시회에서 최종 의결했다고 30일 밝혔다.

이번 조례는 지역 화훼산업의 안정적 생산과 유통 기반을 조성하고, 지속가능한 발전을 뒷받침하기 위해 제정됐다.

조례 주요 내용은 화훼산업 발전을 위한 시책 수립 및 시행, 화훼산업 활성화를 위한 지원사업 추진, 화훼 관련 교육훈련 제공, 지역 화훼산업체 활성화 권장 등으로, 지역 화훼산업 전반의 경쟁력 강화와 기반 마련에 초점을 맞추고 있다.

박상정 의원은 “최근 국내 화훼산업은 소비 위축과 인건비·자재비 상승, 외국산 화훼 수입 증가 등으로 심각한 위기에 직면해 있다”며, “화훼 생산·유통·소비 활성화를 위한 제도적 기반을 마련하고, 지역 화훼업체 경쟁력 강화를 위해 적극적인 지원이 필요하다”고 강조했다.

이어 박 의원은 “화훼산업은 단순 농업 분야를 넘어, 지역 경관 향상과 관광자원 창출, 주민 정서 함양 등 다양한 부가가치를 창출한다.”며, “이번 조례 제정을 통해 해남군 화훼산업 활성화와 지역경제 발전, 군민 정서 함양에 기여할 것”이라고 밝혔다.

Haenam County Council Takes Action to Revive Local Floriculture Industry! Assemblyman Park Sang-jung Enacts ‘Floriculture Industry Promotion Ordinance’
The Haenam County Council (Chairman Lee Sung-ok) announced on the 30th that the ‘Haenam County Floriculture Industry Promotion Ordinance’, proposed by Assemblyman Park Sang-jung, was officially passed during the 347th extraordinary session.
The ordinance was enacted to establish a stable production and distribution foundation for the local floriculture industry and to support its sustainable development.
Key provisions of the ordinance include the formulation and implementation of policies for the development of the floriculture industry, promotion of support projects for industry revitalization, provision of education and training related to floriculture, and encouragement of local floriculture businesses. The ordinance aims to strengthen overall competitiveness and lay a solid foundation for the local floriculture sector.
Assemblyman Park Sang-jung stated, “Recently, the domestic floriculture industry has faced a serious crisis due to reduced consumption, rising labor and material costs, and increased imports of foreign flowers. To address this, it is necessary to establish a system that promotes production, distribution, and consumption, while actively supporting the competitiveness of local floriculture businesses.”
He added, “The floriculture industry goes beyond simple agriculture; it enhances local landscapes, creates tourism resources, and nurtures residents’ well-being. Through the enactment of this ordinance, we hope to revitalize Haenam’s floriculture industry, contribute to the local economy, and enrich the emotional well-being of our residents.”
