해남군의회가 10월 29일 제347회 임시회에서 ‘해남군 스마트농업 육성 및 지원 조례안’을 의결하며 지역 농업 경쟁력 강화에 본격 나섰다.
이번 조례안은 이 성옥 의장이 대표 발의했다.
조례안은 농촌 고령화, 지역 소멸, 기후변화 위기 등 구조적 문제에 대응하고, 첨단정보통신기술(ICT)과 농업의 융합을 통해 생산성과 품질 향상을 도모하는 제도적 기반을 마련하는 것이 핵심이다.
주요 내용으로는 스마트농업 육성을 위한 생산기반시설 조성, ICT 융복합시설·장비 활용 스마트팜 설치 지원, 임대형 스마트팜 조성 지원 등이 포함된다.
조례안을 발의한 이 성옥 의장은 “이번 조례 제정을 계기로 인공지능과 데이터 기반 스마트농업이 해남군에 정착할 것으로 기대한다.”며, “고령화와 인력 부족, 기후변화 등 농업이 직면한 위기를 기회로 전환하고, 지속가능한 미래 농업으로 나아가는 발판이 될 것”이라고 강조했다.
이번 조례안 통과로 해남군은 스마트농업 기반 확충과 기술 지원을 통해 지역 농업의 경쟁력을 한층 강화하고, 농업·기술·지역사회가 함께 성장하는 미래형 농업 모델 구축에 속도를 낼 전망이다.

Haenam County Strengthens Smart Agriculture Support System… “Turning Local Crises into Opportunities through Advanced Farming”
Haenam County Council officially took a step to enhance local agricultural competitiveness by passing the “Haenam County Smart Agriculture Promotion and Support Ordinance” during the 347th extraordinary session on October 29.
The ordinance was proposed by Councilor Lee Seong-ok.
The ordinance aims to address structural challenges such as rural aging, regional depopulation, and climate change risks, while establishing a legal framework to improve agricultural productivity and quality through the integration of advanced information and communication technologies (ICT) with farming.
Key provisions include the development of production infrastructure to promote smart agriculture, support for smart farm installation utilizing ICT convergence facilities and equipment, and the establishment of rental-type smart farms.
Councilor Lee Seong-ok, who proposed the ordinance, stated, “Through the enactment of this ordinance, we expect AI- and data-driven smart agriculture to become firmly established in Haenam County.” He emphasized, “This initiative will turn the challenges of aging, labor shortages, and climate change in agriculture into opportunities and serve as a stepping stone toward sustainable future farming.”
With the passage of this ordinance, Haenam County is set to expand smart agriculture infrastructure and technology support, further strengthening the competitiveness of local agriculture and accelerating the development of a future-oriented agricultural model where farming, technology, and local communities grow together.
