해남군의회가 인구소멸 위기 대응을 위한 농어촌 기본소득 정책의 근본적 개편과 전면 도입을 정부에 촉구하고 나섰다.
해남군의회는 20일 정부의 농어촌 기본소득 시범사업 추진과 관련해, “지방소멸이 가속화되는 상황에서 일부 지역을 대상으로 하는 시범사업은 근본적 대책이 될 수 없다”며 국비 부담 확대, 금액 상향, 전국 확대 시행 등을 요구하는 건의문을 채택했다고 밝혔다.
정부는 2026년 예산안에 농어촌 기본소득 시범사업비 1,703억 원을 편성하고, 인구소멸위험지역 중 6개 군을 선정해 주민 24만 명에게 월 15만 원을 지역화폐로 지급하는 방안을 발표한 바 있다.
그러나 시범지역 공모에 49개 군이 신청했음에도 최종 7개 군만 선정되면서 42개 군이 탈락, 지역 간 박탈감과 갈등이 제기되고 있다는 지적이다.
특히 현재 계획대로라면 국비 40%, 광역 30%, 기초 30%를 부담해야 해 재정이 열악한 소멸위험지역 기초자치단체의 참여가 사실상 어렵다는 점도 문제로 꼽힌다.
해남군의회는 “지역소멸 대응정책이라면 국비 비율을 최소 90% 이상으로 조정해 지자체 부담을 대폭 완화해야 한다.”고 강조했다.
또한 월 15만 원 지급으로는 인구유출을 막기 어렵다는 현실도 지적됐다.
해남군의회는 “도시와 농어촌 간 연소득 격차가 약 3천만 원에 이르는 상황에서 최소 월 30만 원 수준으로 상향해야 정책 효과를 기대할 수 있다”고 밝혔다.
의회는 아울러 농어촌 기본소득의 성격을 농업정책이 아닌 국가 인구정책으로 전환해야 한다고 강조하며 사업 주무부처를 농식품부에서 행정안전부로 이관하고, 시범사업 수준을 넘어 전국 도입해야 한다고 촉구했다.
해남군의회는 건의문에서 다음과 같이 요구했다.
하나. 농어촌 기본소득 국비 부담 비율을 90% 이상으로 상향하라.
하나. 농어촌 기본소득 지급 금액을 월 30만 원으로 상향하라.
하나. 농어촌 기본소득을 전국적으로 전면 도입하라.
하나. 농어촌 기본소득 업무를 행정안전부로 이관하라.
해남군의회는 “정부의 현 정책은 지방소멸 위기를 막기에는 턱없이 부족하다”며 “농어촌의 지속가능한 미래와 국가 균형발전을 위해 정부의 결단을 강력히 촉구한다.”고 밝혔다.

“Implement National Rural Basic Income Now!” — Haenam County Council Issues Strong Call
“Pilot projects are not enough… Expand nationwide and raise the national funding share to 90%”
The Haenam County Council has urged the central government to fundamentally revise and fully introduce a nationwide Rural Basic Income policy to address the growing crisis of rural depopulation.
On the 20th, the Council announced that it had adopted a resolution calling for expanded national funding, increased monthly payments, and the nationwide implementation of the Rural Basic Income program, stating, “A pilot project limited to select regions cannot serve as a fundamental solution while local extinction accelerates.”
The government previously allocated 170.3 billion KRW in its 2026 budget plan for a Rural Basic Income pilot project, selecting six counties in population-decline risk areas to provide 150,000 KRW per month in local currency to approximately 240,000 residents.
However, out of 49 counties that applied for the pilot program, only 7 were ultimately selected, leaving 42 counties excluded. This has raised concerns over regional disparity, growing frustration, and potential conflict among local governments.
Another major issue is the financial burden on local municipalities. Under the current plan, the cost must be shared by the central government (40%), provincial governments (30%), and basic local governments (30%). The Council criticized this structure, noting that financially weak counties—precisely those facing extinction—cannot realistically afford participation.
The Haenam County Council emphasized, “If the goal is to prevent regional extinction, the national government must cover at least 90% of program costs to significantly reduce the burden on local governments.” The Council also pointed out that a 15,000 KRW monthly payment is insufficient to curb population outflow, adding, “With an average annual income gap of roughly 30 million KRW between urban and rural residents, the basic income must be increased to at least 300,000 KRW per month for the policy to be effective.”
Furthermore, the Council stressed that the purpose of the Rural Basic Income should be redefined as part of a national demographic policy, not an agricultural policy, urging the government to transfer responsibility for the program from the Ministry of Agriculture to the Ministry of the Interior and Safety and expand the system beyond the pilot level to a nationwide framework.
The Haenam County Council made the following demands in its resolution:
First, raise the national government’s share of Rural Basic Income funding to at least 90%.
Second, increase the monthly Rural Basic Income payment to 300,000 KRW.
Third, implement the Rural Basic Income nationwide.
Fourth, transfer administrative responsibility for the program to the Ministry of the Interior and Safety.
The Council concluded, “The government’s current policy is far from sufficient to stop local extinction. We urgently call on the central government to take bold action for the sustainable future of rural communities and balanced national development.”
