정부에 특단 대책 촉구 건의문 채택
해남군의회는 29일, 지역건설경기 침체와 내수 부진이 심화되는 상황에서 지역경제 활력을 지키기 위한 ‘지역건설산업 활성화 대책 마련 촉구 건의문’을 채택하고, 정부의 신속하고 실효성 있는 정책 추진을 강력히 요구했다.

군의회는 건의문을 통해 “지역 건설 산업은 생산유발·고용창출 효과가 큰 핵심 기반 산업으로, 특히 소규모 지방자치단체에서는 지역내총생산(GRDP)의 큰 비중을 차지하며 지역경제를 떠받치는 버팀목 역할을 하고 있다”고 강조했다.

실제로 지역건설업체의 공사 수주는 지역 발주 물량에 80% 가까이 의존하고 있으며, 지자체 발주 공사만 83%를 상회할 정도로 절대적인 구조에 놓여 있다.

그러나 최근 경기침체, 물가·공사비 급등, 인력난, 금리 부담 등이 겹치면서 지역 중소건설업의 경영위기가 가속화되고 있음에도, 지방재정 제약으로 공공 발주 물량까지 감소해 지역 경제 전체가 위축된 상황이라고 군의회는 진단했다.

이에 해남군의회는 지역경제를 살리기 위한 정부 차원의 제도 개선 및 물량 보강 대책을 요구하며 다음과 같은 사항을 촉구했다.

군의회 촉구 사항
하나. 공공 발주 공사에서 지역 업체 우선 참여를 확대할 수 있는 특단의 대책을 마련하라.

하나. 인구감소지역 등 비수도권에 한해 하도급률 상향, 지역 자재·장비 사용 인센티브 제도를 도입하라.

하나. 소규모 공사비 산정기준 현실화 및 지역건설투자 확대를 위한 예비타당성조사 면제 등 실효적 보호·육성 정책을 추진하라.

“Protect the Backbone of the Local Economy”
The Haenam County Council has adopted a resolution calling on the central government to implement strong and effective measures to revitalize the regional construction industry, which is suffering from a sharp downturn and weakening domestic demand. The resolution, titled “Proposal to Establish Measures for Revitalizing the Regional Construction Industry,” was approved on the 29th, amid growing concerns over the decline of the local economy.
In the proposal, the council stressed that the regional construction sector serves as a core foundation of local economies, noting that it generates significant production and employment effects. In small and medium-sized local governments, the industry accounts for a substantial share of the Gross Regional Domestic Product (GRDP), playing a critical role as an economic pillar.
The council pointed out that nearly 80% of local construction companies rely on regionally awarded projects, with more than 83% of all projects awarded directly by local governments—highlighting the industry’s heavy dependency on local public construction orders.
However, the council noted that the sector is facing compounded challenges due to the economic downturn, surging material and construction costs, labor shortages, and high interest rates. To make matters worse, shrinking local government budgets have led to a reduction in public construction orders, further exacerbating the regional economic slump.
The Haenam County Council urged the central government to step in immediately with institutional reforms and stable project volume to protect local construction businesses and prevent further economic decline. The council presented the following demands:
Council’s Key Demands
First, establish special measures to expand preferential participation opportunities for local companies in public construction projects.
Second, introduce incentives—such as raising subcontracting ratios and promoting the use of local materials and equipment—specifically for non-metropolitan and population-declining regions.
Third, pursue practical support policies, including adjusting cost calculation standards for small-scale projects and exempting preliminary feasibility studies to expand regional construction investment.
