일본 정부가 2023년 8월부터 강행한 후쿠시마 원전 오염수 방류는 이미 13차에 이르렀으며, 누적 방류량은 10만 톤을 넘어섰다.

이는 단순한 자국 문제나 기술적 처리의 문제가 아니다.

바다를 공유하는 인류 전체를 향한 환경 범죄이자 생존권 침해 행위다.

우리는 국제사회와 함께 이를 단호히 규탄하며, 즉각적인 공동 행동을 촉구한다.

2011년 원전 사고 직후, 전 세계 55개국이 일본산 식품 수입을 금지한 것은 방사능의 잠재적 위험을 인정했기 때문이다.

그러나 오늘 일본은 ‘처리수’라는 이름으로 바다를 폐기장 삼아버렸다. 중국과 러시아는 일본산 수산물 전면 금지를 선언했지만, 바다는 국경을 가리지 않는다.

한국, 태평양 도서국, 동남아시아, 나아가 전 세계의 어민과 소비자들이 똑같이 위협받고 있다.

한국 수산업계의 피해는 이미 현실이 되고 있다. 방류 직후 국내 수산물 도매가는 17% 급등, 어류는 무려 19.5% 상승했으나, 이는 어민에게 혜택이 아닌 불신의 결과였다.

국민의 90%가 수산물 소비를 줄였고, 74%가 방사능 위해성을 믿는다는 여론조사는 바다가 더 이상 안전하지 않다는 공포를 증명한다.

이는 한국만의 문제가 아니라, 앞으로 전 세계 해양 시장에 연쇄 충격을 일으킬 불씨다.

우리는 묻는다. 바다는 누구의 소유인가? 일본 정부의 잘못된 선택은 수산업 종사자의 삶을 짓밟고, 인류의 먹거리 안보를 흔들고 있다.

이대로 침묵한다면, 내일은 더 늦을 것이다.

따라서 우리는 다음을 국제사회에 촉구한다.

일본 정부는 즉각 오염수 방류를 중단하라.

국제사회는 공동 조사단을 구성하여 투명한 검증을 실시하라.

국제연합(UN)과 국제해양법재판소는 이 사안을 긴급 안건으로 상정하라.

각국 정부는 어민과 소비자의 생존권을 지키기 위해 일본에 대한 강력한 경제·외교적 압박 조치를 취하라.

우리는 결코 바다를 일본의 실험장으로 내줄 수 없다.

바다는 인류의 공동 자산이며, 생명의 터전이다. 후쿠시마 오염수 방류를 방치한다면, 그 피해는 국경을 넘어 세대를 넘어 우리 모두에게 돌아올 것이다.

국제사회는 이제 결단해야 한다.

지금 행동하지 않는다면, 내일의 바다는 더 이상 우리의 바다가 아닐 것이다.

우리는 일본의 무책임한 방류에 맞서 전 세계의 연대와 행동을 촉구한다. 바다를 지키는 것은 곧 인류의 생존을 지키는 일이다.

Fukushima Wastewater Discharge: A Criminal Act Threatening Humanity’s Oceans
Since August 2023, the Japanese government has pressed ahead with the discharge of wastewater from the Fukushima nuclear power plant. The releases have now reached their 13th round, with a cumulative volume exceeding 100,000 tons.
This is not a domestic issue or a matter of technical treatment. It is an environmental crime and an infringement upon the right to livelihood of all humanity sharing the oceans. We firmly denounce this act together with the international community and call for immediate collective action.
In 2011, immediately after the nuclear accident, more than 55 countries banned imports of Japanese food products, recognizing the potential dangers of radiation. Yet today, Japan has turned the ocean into its dumping ground under the label of “treated water.” China and Russia have already imposed a total ban on Japanese seafood imports, but the sea does not recognize borders. Korea, the Pacific island nations, Southeast Asia, and ultimately fishermen and consumers worldwide are equally at risk.
The damage to Korea’s fisheries is already real. After the discharge began, the wholesale price of domestic seafood soared by 17%, and fish prices alone surged by 19.5%. But this was not a benefit to fishermen — it was the result of distrust. Surveys show that 90% of Korean citizens plan to reduce seafood consumption, and 74% believe the wastewater poses a health risk. This proves the growing fear that the ocean is no longer safe. And this is not only Korea’s problem; it is a spark that may trigger a chain reaction in global seafood markets.
We ask: Who owns the ocean? The reckless decision of the Japanese government tramples on the lives of fishing communities and undermines global food security. If we remain silent, tomorrow will be too late.
Therefore, we urge the following to the international community:
The Japanese government must immediately halt the discharge of contaminated water.
The international community must establish a joint inspection body to ensure transparent verification.
The United Nations and the International Tribunal for the Law of the Sea must take up this issue as an urgent agenda.
Governments around the world must adopt strong economic and diplomatic measures to protect the livelihoods of fishermen and the rights of consumers.
We will never surrender our oceans to Japan’s reckless experiment. The ocean is humanity’s common heritage and a cradle of life. If the Fukushima wastewater discharge is allowed to continue, its damage will cross borders, cross generations, and return to us all.
The international community must now make a decision. If we do not act today, tomorrow’s oceans will no longer be ours.
We call for global solidarity and action against Japan’s irresponsible discharge. To defend the oceans is to defend the very survival of humankind.
