해남군 고천암 생태공원 주변 도로가 칡넝쿨과 잡목, 아카시아 나무로 뒤덮여 관광객과 주민 안전을 위협하는 흉물로 방치되고 있다.
십여 년 전 드라이브 명소였던 이 길은 군수와 해남군청의 직무 태만 속에서 관리 사각지대로 전락했다.
해남군청과 농어촌공사 간 책임 떠넘기기 행정이 반복되면서, 도로 관리 부실의 책임은 결국 군수에게 돌아간다.

군청 관계자는 “그동안 농어촌공사에서 관리해 왔다”고 발언하고 농어촌공사 측은 “관리 책임은 해남군이 맡아야 한다.”고 반박하고 있다.
기관 간의 책임 공방 속에서 피해를 보는 것은 주민과 관광객뿐이다.
주민들은 “군수는 책임을 회피하고, 정작 피해는 주민과 관광객이 보고 있다.”며 군수 직무 수행을 강하게 비판했다.
고천암 생태공원은 해남군의 대표 친환경 관광지이자 생태 보존 상징적인 공간이다.
하지만 이를 찾는 길목은 수년째 방치되어 안전 위협을 받고 있다.
시야를 가리는 덤불로 교통사고 위험이 증가하는 가운데 관광객 불만은 지속되고 있다.
“생태공원을 찾았지만 주변 환경이 너무 실망스럽다”
전문가들은 “관광 자원과 공공 안전을 지키는 것은 군수의 기본 책임”이라며, 근본적 대책 마련을 촉구했다.
군수 직무 태만하지 말고 즉각적 조치를 필요로 하고 있다.
기관 간의 책임 공방으로 군민 안전과 지역 관광이 위협받는 현실을 더 이상 방치할 수 없다.
해남군청 관계자는 고천암 현장을 직접 확인한 뒤 "농어촌공사와 협력하여 조속한 시일내에 문제를 처리하겠다"고 밝혔다.
고천암 생태공원의 가치를 지키고, 주민과 관광객의 안전을 확보하기 위해 군수는 즉각적으로 관리 주체를 확정하고, 도로 정비에 나서길 바란다.

Representative Tourist Spot Falls Into Disrepair Due to Administrative Negligence
The roads surrounding Gocheonam Ecological Park, a major tourist destination in Haenam County, have been left overrun by wild vines, weeds, and acacia trees, posing safety risks to both residents and visitors.
Once a popular scenic drive over a decade ago, these roads have now fallen into a blind spot of management due to negligence by the County Governor and Haenam County Office.
Repeated blame-shifting between Haenam County Office and the Rural Development Corporation has left the ultimate responsibility for road maintenance on the County Governor.
A county official stated, “The Rural Development Corporation has been managing the road.”
The Rural Development Corporation responded, “The management responsibility lies with Haenam County.”
Amid this administrative back-and-forth, the residents and tourists bear the brunt of the consequences.
Residents have strongly criticized the governor, stating, “The governor is shirking responsibility, while residents and visitors are the ones suffering.”
Gocheonam Ecological Park is one of Haenam County’s representative eco-tourism sites and a symbol of ecological preservation.
Yet, the access roads to the park have been neglected for years, creating serious safety hazards. Overgrown vegetation obstructs visibility, increasing the risk of traffic accidents, while tourist complaints continue to mount.
“I came to visit the ecological park, but the surrounding environment was very disappointing.”
Experts emphasize that protecting tourist resources and public safety is a fundamental duty of the County Governor, and they call for a comprehensive, long-term solution.
The governor must cease neglecting his duties and take immediate action.
The ongoing administrative disputes threatening residents’ safety and local tourism can no longer be ignored.
To preserve the value of Gocheonam Ecological Park and ensure the safety of residents and visitors, the County Governor must immediately designate the responsible management authority and undertake road maintenance.
