“AI수도 전남, 2026 대전환의 문을 열다”

전라남도가 2026년을 ‘대한민국 AI 수도’ 도약의 원년으로 선포하며, 산업과 도민의 삶을 동시에 바꾸는 인공지능 대전환(AX)에 본격 돌입한다.

국가 인공지능 인프라 구축과 주력 산업의 AI 전환을 양축으로 삼아, 전남을 아시아·태평양 AI 산업의 핵심 거점으로 키우겠다는 전략이다.

■ 2조 원 국가 프로젝트… AI 인프라, 전남으로 집적
전남도는 지난해 AI와 신재생에너지를 결합한 차별화 전략으로 2조 원 규모의 ‘국가 AI 컴퓨팅센터’ 유치에 성공했다.
여기에 20MW급 글로벌 AI 데이터센터 건립까지 확정되며, 전남은 단숨에 대한민국 AI 산업지도의 중심으로 부상했다.
정부의 데이터센터 수도권 집중 완화 정책 이후 첫 지방분산 사례로 꼽히는 장성 파인데이터센터는 2025년 12월 착공에 들어가며, 수도권 중심 데이터 인프라 구조를 실질적으로 바꾸는 신호탄을 쏘아 올렸다.
국가 AI 컴퓨팅센터는 2026년 6월 착공을 목표로 추진 중이며, 오픈AI-SK 글로벌 AI 데이터센터도 2026년 하반기 착공을 준비하고 있다.
장성(200MW)·강진(300MW) 베네포스 데이터센터 역시 2026년 상반기 착공을 목표로 행정절차를 진행 중이다.
AI 인프라가 점이 아닌 ‘벨트’로 연결되는 구조다.

■ 전남 AI 마스터플랜 수립… 산업 AX 체계화
전남도는 올해 ‘전남 AI 마스터플랜’을 수립해 제조·에너지·농수산 등 지역 강점 산업의 고도화를 체계화한다.
조선·철강·석유화학 3대 주력 산업에는 AI 자율제조 시스템을 본격 도입한다.
영암 대불산단에는 조선산업 AX 실증센터와 AI 자율운영조선소 구축이 추진되며, 광양만권과 여수국가산단은 AI 기반 공정 고도화를 통해 지능형 산단으로 전환된다.
농수산 분야에서도 혁신이 가속화된다.
무안에는 2028년까지 1,150억 원을 투입해 농업 AX 혁신 인프라를 구축하고, 고흥에는 AI 스마트 수산업 혁신 선도 지구를 조성한다.
해양배터리 특화 데이터 허브 플랫폼도 해수부 공모를 통해 추진할 계획이다.
산업 현장에서의 AI 적용이 선언이 아닌 ‘실행’ 단계로 진입하는 셈이다.

■ 인재·기술 허브 구축… 빅테크 협력 본격화
전남도는 글로벌 빅테크 기업과 협력하는 ‘빅테크 AI 혁신센터’를 구축하고, 지역 대학이 첨단산업 인재양성 부트캠프와 AI 중심대학에 선정되도록 지원한다.
AI 마이스터 지정도 교육청과 협력해 추진한다.
산업 수요에 맞춘 실전형 인재를 지역에서 양성하고, 지역에 정착시키는 선순환 구조를 만들겠다는 구상이다.
또한 데이터센터 에너지 절감을 위한 탄소중립 열관리 기술을 2026년 상반기 산업부 공모에 신청하고, 하반기 실증에 착수할 계획이다.
성능평가 시스템 구축 사업도 병행 추진해 전남을 ‘에너지 특화 AI 인프라 모델’로 완성한다는 전략이다.

■ 도민 체감형 AI 복지 확대
AI는 산업만이 아니라 일상도 바꾼다.
전남도는 독거노인 돌봄 강화를 위한 ‘엠비언트 AI 기반 디지털 에이징 허브’를 정부에 건의하고, 전화 민원을 실시간 텍스트로 변환·분석하는 ‘AI 도민행복 민원서비스’를 2026년 본격 운영한다.
도와 22개 시군이 참여하는 정책협의체를 통해 AI 혁신 성과를 도 전역으로 확산할 방침이다.
‘AI는 기업의 기술이 아니라 도민의 권리’라는 철학이 정책에 반영되고 있다.

■ “AI는 선택이 아니라 생존 전략”
김기홍 전남도 전략산업국장은 “전남은 데이터센터 등 핵심 인프라를 통해 AI 산업 전환의 기반을 마련했다.”며 “산업 현장과 도민 일상에서 체감할 성과 창출에 모든 행정력을 집중하겠다.”고 밝혔다.
2026년, 전남은 선언을 넘어 실행으로 간다.

데이터센터의 불빛이 산업을 밝히고, 인공지능이 농어촌과 산업단지, 복지 현장까지 스며드는 순간 ‘AI 수도 전남’은 더 이상 구호가 아니라, 대한민국 산업 지형을 바꾸는 현실이 되고 있다.

“AI Capital Jeonnam Opens the Door to a 2026 Great Transformation”
Groundbreaking of the National AI Computing Center and full-scale rollout of a Data Center Belt… Declaring an “AX Revolution” that transforms industry and everyday life
Jeollanam-do has declared 2026 as the inaugural year of its leap toward becoming the “AI Capital of Korea,” launching a full-scale Artificial Intelligence Transformation (AX) that will simultaneously reshape industry and the daily lives of its residents.
By advancing national AI infrastructure and accelerating AI transformation across key industries as its two main pillars, the province aims to position Jeonnam as a core AI hub in the Asia-Pacific region.
■ KRW 2 Trillion National Project… AI Infrastructure Converges in Jeonnam
Last year, Jeonnam succeeded in attracting a KRW 2 trillion National AI Computing Center by implementing a differentiated strategy that integrates AI with renewable energy.
In addition, the confirmation of a 20MW-class Global AI Data Center has propelled Jeonnam to the forefront of Korea’s AI industrial map.
The Jangseong Pine Data Center, recognized as the first regional project following the government’s policy to ease the concentration of data centers in the Seoul metropolitan area, is scheduled to break ground in December 2025. It marks a tangible shift away from the capital-centered data infrastructure structure.
The National AI Computing Center is set to begin construction in June 2026, while the OpenAI-SK Global AI Data Center is preparing for groundbreaking in the second half of 2026.
The Benepose Data Centers in Jangseong (200MW) and Gangjin (300MW) are also moving forward with administrative procedures, targeting construction starts in the first half of 2026.
Jeonnam’s AI infrastructure is no longer isolated points—it is evolving into a connected “belt.”
■ Establishing the Jeonnam AI Master Plan… Systemizing Industrial AX
This year, Jeonnam will establish the “Jeonnam AI Master Plan” to systematically upgrade its strong industries, including manufacturing, energy, agriculture, and fisheries.
AI autonomous manufacturing systems will be fully introduced into three major industries: shipbuilding, steel, and petrochemicals.
At the Daebul Industrial Complex in Yeongam, an AX Demonstration Center for the shipbuilding industry and an AI-powered autonomous shipyard are being promoted. The Gwangyang Bay Area and Yeosu National Industrial Complex will transition into intelligent industrial complexes through AI-based process upgrades.
Innovation is also accelerating in agriculture and fisheries.
By 2028, KRW 115 billion will be invested in Muan to build Agricultural AX Innovation Infrastructure, while Goheung will develop an AI Smart Fisheries Innovation Leading Zone.
A Marine Battery Specialized Data Hub Platform is also planned through a Ministry of Oceans and Fisheries public offering.
AI adoption in industrial fields is entering the stage of execution, not just declaration.
■ Building a Talent and Technology Hub… Full-Scale Big Tech Collaboration
Jeonnam plans to establish a “Big Tech AI Innovation Center” in cooperation with global technology firms. It will also support local universities in being selected for advanced industry talent boot camps and AI-centered university programs.
In collaboration with the provincial Office of Education, AI Meister school designation will also be pursued.
The goal is to create a virtuous cycle that nurtures industry-tailored practical talent locally and anchors them within the region.
Additionally, carbon-neutral thermal management technology for reducing data center energy consumption will be submitted to the Ministry of Trade, Industry and Energy in the first half of 2026, with demonstration projects commencing in the latter half of the year.
A data center performance evaluation system will also be implemented, completing Jeonnam’s model as an “energy-specialized AI infrastructure hub.”
■ Expanding Citizen-Centered AI Welfare Services
AI will transform not only industries but also everyday life.
Jeonnam plans to propose to the central government the establishment of an “Ambient AI-based Digital Aging Hub” to strengthen care for elderly people living alone.
An “AI Citizen Happiness Civil Service” platform—converting and analyzing phone complaints in real time—will begin full operation in 2026.
Through a policy consultative body involving the province and its 22 cities and counties, AI innovation outcomes will be expanded across the entire region.
The philosophy that “AI is not merely corporate technology but a right of the people” is being embedded into policy.
■ “AI Is Not an Option, but a Strategy for Survival”
Kim Gi-hong, Director General of the Strategic Industry Bureau of Jeollanam-do, stated,
“Jeonnam has laid the foundation for AI industrial transformation through the construction of core infrastructure such as data centers. We will concentrate all administrative capabilities on creating tangible results in industrial sites and in the daily lives of our residents.”
In 2026, Jeonnam moves beyond declaration to execution.
As the lights of data centers illuminate industry and artificial intelligence permeates rural communities, industrial complexes, and welfare sites alike, “AI Capital Jeonnam” is no longer a slogan—it is becoming a reality that reshapes the industrial landscape of Korea.
