“해남 미래 100년을 연다”… 명현관 군수, 국회 돌며 국비 전쟁 ‘광폭 행보’

해남군이 내년도 정부예산 국회 심의를 앞두고 지역 핵심사업의 국비 반영을 위해 총력전에 돌입했다.

명현관 해남군수는 13일 국회를 방문해 여야 주요 인사들을 잇따라 만나며 ‘해남 미래 100년 프로젝트’를 위한 대대적인 예산 확보 활동을 펼쳤다.

■ 여야 지도부·상임위원장·예결위 핵심인사 연쇄 면담
이날 명 군수와 해남군 실무진은 김병기 더불어민주당 원내대표, 한병도 국회 예결위원장, 어기구 농해수위원장, 신정훈 행안위원장, 조계원 의원, 지역구 박지원 의원, 해남 출신 임기근 기재부 2차관 등을 만나 군의 핵심 현안을 집중 설명하며 예산 반영을 강력히 요청했다.

■ 핵심 현안 1 : ‘녹색융합 클러스터’ 국가사업화 강력 요청
해남군은 총사업비 346억 원 규모의 태양광 패널 자원순환 연구·실증·인증 집적단지인 ‘녹색융합 클러스터’의 전액 국비 반영 및 국가사업 승격을 요구했다.

명 군수는 “신재생에너지 확대 정책으로 향후 10년 내 태양광 패널 재활용이 국가적 과제가 될 것”이라며 “클러스터 조기 설립이 한국의 에너지 전환 경쟁력을 좌우한다.”고 강조했다.

■ 핵심 현안 2 : 농업용 지하수원 개발·서남부권 물류기지 구축
지하수 의존도가 높은 밭농업 단지에 안정적인 농업용수를 공급하는 지하수원 개발사업, 서남권 물동량 증가에 대응하기 위한 광역권 물류기지 구축사업도 함께 건의했다.

■ 핵심 현안 3 : 재생에너지자립도시 특별법 — “해남 필요 조항 꼭 넣어 달라.”
최근 국회에 상정된 ‘재생에너지자립도시 조성 특별법’과 관련해서는 송·변전소 국비 지원, 외국교육기관 100% 국비 설립, 농지 타용도 일시사용 전면 허용, ESS·BESS 지원 근거 마련 등 핵심 조항이 법안에 반영되도록 요청했다.

이 자리는 솔라시도 기업도시가 위치한 산이면 주민들도 함께해, 기재부 임기근 차관에게 직접 지역의 요구사항을 전달했다.

■ RE100 국가산단·AI데이터센터·해상풍력 배후항만… “해남, 세계가 주목하는 에너지·AI 중심지”
해남은 RE100 국가산단 1호 시범지구 사실상 확정, 국가 AI컴퓨팅센터·오픈AI·SK 데이터센터 입지 선정, LS그룹 화원산단 해상풍력 배후항만 조성, 등으로 국내외 투자 관심이 집중되는 지역이다.

군은 이러한 변화의 흐름이 “해남의 미래를 바꾸는 결정적 기회”라며, 정주여건·교통·교육 기반 확충을 위한 국비 지원의 필요성을 재차 강조했다.

■ 농식품 기후변화대응센터 ‘농식품부 소속 신설’ 건의
어기구 위원장, 신정훈 위원장을 만난 자리에서는 농업 기후위기에 대응할 전문기관인 농식품 기후변화대응센터를 농식품부 소속기관으로 신설하는 법적 근거 마련도 요청했다.

명 군수는 “해남의 대전환이 시작되는 지금, 국비 확보는 곧 미래 경쟁력”이라며 “국회·중앙부처와 긴밀히 협력해 아시아·태평양 AI수도 구축이라는 전남·해남의 목표를 반드시 현실로 만들겠다.”고 밝혔다.

해남군은 연말 특별법 제정과 예산 심의까지 남은 기간 동안 국회와 정부를 상대로 한 예산 확보 활동을 지속한다는 계획이다.

Haenam County has entered an all-out campaign to secure national funding for major regional projects as the National Assembly begins deliberations on next year’s government budget.
On the 13th, Haenam Mayor Myeong Hyeon-gwan visited the National Assembly, meeting key ruling and opposition policymakers to press for funding essential to the “Haenam Future 100-Year Project.”
■ Serial Meetings with Party Leaders, Committee Chairs, and Budget Decision-makers
Mayor Myeong and senior county officials met with:

They delivered detailed briefings on Haenam’s key policy priorities and strongly urged sufficient national budget allocation.
■ Priority Issue 1: Strong Push to Elevate the Green Convergence Cluster to a National Project
Haenam County requested full state funding and national project designation for the 346 billion-won Green Convergence Cluster, a hub integrating R&D, testing, certification, and enterprise support for solar panel recycling and resource circulation.
Mayor Myeong emphasized:
“With Korea’s renewable-energy expansion, solar panel recycling will become a major national challenge within the next decade. Early establishment of this cluster is crucial to securing the country’s competitiveness in energy transition.”
■ Priority Issue 2: Groundwater Development & Southwestern Logistics Hub
The county also called for funding to:
Secure stable agricultural water in dry-field farming areas highly dependent on groundwater
Build a Southwestern regional logistics hub to support rising logistics demand across the region
■ Priority Issue 3: Renewable Energy Self-Reliant City Special Act — “Include Haenam’s Essential Provisions”
Regarding the Special Act on Renewable Energy Self-Reliant Cities, now pending in the Assembly, Haenam requested inclusion of provisions such as:
State funding for substations and power transmission facilities
100% national support for establishing foreign educational institutions
Full approval for temporary alternative use of farmland
Legal grounds for ESS/BESS support
Residents from San-i-myeon, home to the Solaseado Enterprise City, also joined the delegation to convey local needs directly to Vice Minister Im.
■ RE100 Industrial Complex · AI Data Centers · Offshore Wind Port
“Haenam Emerging as a Global Energy & AI Hub”
Haenam is drawing strong domestic and global interest as:
The first RE100 National Industrial Complex pilot zone is virtually confirmed
Sites have been selected for the National AI Computing Center, OpenAI data center, and SK data center
LS Group plans to build Korea’s first offshore wind logistics port in Hwawon Industrial Complex
The county stressed that this momentum is “a transformational opportunity for Haenam’s future,” calling for strengthened national support for housing, transportation, and education infrastructure.
■ Request to Establish the Agricultural Climate Change Response Center
In meetings with Committee Chairs Eo and Shin, the county also requested legal grounds to establish the Agricultural Climate Change Response Center as an official institution under the Ministry of Agriculture, Food, and Rural Affairs.
■ Mayor Myeong: “This is Haenam’s defining turning point — we will work with the National Assembly and the government with full force”
Mayor Myeong stated:
“As Haenam enters a period of major transformation, securing national funding is directly tied to our future competitiveness. We will work closely with the National Assembly and central government to realize the vision of making Jeonnam and Haenam the Asia–Pacific AI capital.”
Haenam County plans to continue intensive lobbying efforts in the National Assembly and central ministries through the year-end special legislation process and final budget negotiations.
