해남군, ‘대한민국 제안행정 1위’ 입증… 행안부 장관상 수상

해남군이 행정안전부가 주관한 2025년 제안활성화 우수기관 평가에서 행안부 장관상을 수상하며, 전남도 내에서 유일하게 이름을 올렸다.

이번 평가는 중앙부처와 광역·기초자치단체를 대상으로 제안 채택률과 실시율, 숙성제안, 대표 우수제안 등 제안제도 운영 전반을 종합적으로 평가한 결과다.

해남군은 이미 2019년부터 6년 연속 전라남도 제안제도 활성화 평가 최우수기관으로 선정된 바 있어, 이번 수상은 제안행정 분야에서 군이 전국적인 선도 모델임을 다시 한 번 증명한 셈이다.

■ 군민과 공무원이 함께 만드는 ‘참여·소통형 제안행정’
해남군은 단순한 공모 중심의 제안제도를 넘어 군민과 공직자가 함께 참여하는 소통형 제안행정을 구축해 왔다.

군은 군정발전 아이디어 공모전 ‘1직원 1제안’ 운동, 국민생각함 온라인 제안 플랫폼 활용 등 다양한 경로를 통해 실효성 있는 아이디어를 발굴하며 제안 활성화를 이끌었다.

지난해부터 운영 중인 군정발전 아이디어 공모전에는 600여 건의 군민 의견이 접수되는 등 지역민 참여도 크게 확대됐다.

또한 ‘김치의 날 브랜딩 공모전’ ‘해남공룡박물관 캐릭터 공모전’ 등 문화·관광 공모도 군민 호응을 받으며 지역의 창의 자원을 군정에 연결시키고 있다.

■ 공직자 스스로 정책을 만드는 ‘정책브레인 양성’
해남군은 올해 제안행정을 한 단계 확장해 정책브레인 양성 교육을 신설했다.

부서별 7개 팀이 참여한 정책브레인 워크숍에서는 스마트농업, 체류형 관광, 글로벌 유통 전략 등 해남의 핵심 현안 해결을 위한 신규 시책이 다수 발굴됐다.

매년 개최되는 정책연구대회도 공직 내부의 자발적 정책 개발 문화를 확산시키는 데 큰 역할을 하고 있다.

이 과정에서 도출된 정책은 ‘실행력’을 중심으로 검토돼 실제 군정에 적용될 수 있도록 관리 체계도 강화됐다.

■ 채택 제안의 실현… “군민 목소리가 곧 정책”
해남군은 채택된 제안의 실시 현황을 수시로 점검하며 군민 의견이 행정에 실제 반영되도록 시스템을 운영하고 있다.

이는 제안제도의 형식적 운영을 넘어 군민 의견 → 정책 반영 → 현장 적용으로 이어지는 선순환 구조를 만들었다는 평가를 받는다.

■ “군민의 제안이 해남을 바꾼다”… 군정 철학 반영된 성과
명현관 해남군수는 “군민의 소중한 제안과 공직사회의 적극행정이 어우러져 얻은 결과로 더욱 뜻깊다”며 “현장의 목소리를 군정에 반영하고, 군민이 체감할 수 있는 정책을 지속적으로 발굴해 나가겠다.”고 밝혔다.

이번 수상을 계기로 해남군은 참여·소통·혁신행정의 전국 대표 사례로 자리매김하며, 지역 발전의 새로운 모델을 제시하고 있다는 평가다.

Haenam County Proves Itself as ‘No.1 in Korea for Creative Administration’… Wins Interior Minister’s Award
The only recipient in Jeonnam Province – A national model for citizen participation and policy innovation
Haenam County has been honored with the Minister of the Interior and Safety Award in the 2025 Creative Administrative Proposals Excellence Evaluation, becoming the only recipient in Jeollanam-do.
The evaluation assessed central ministries, metropolitan governments, and local governments nationwide based on proposal adoption rates, implementation performance, matured proposals, and exemplary institutional proposals.
Haenam County has already been selected as the top institution in the Jeonnam Creative Proposal System Assessment for six consecutive years since 2019, further solidifying its status as a leading model in proposal-driven administration.
■ Building a ‘Participatory and Communicative Administration’ with Citizens and Public Officials
Haenam County has gone beyond simple idea contests, establishing a collaborative proposal system where both citizens and public officials participate actively.
Through various channels—including the County Development Idea Contest, the “One Public Official, One Proposal” campaign, and the national online platform Gugmin Saenggakham—the county has successfully discovered practical and innovative ideas.
Since last year, more than 600 citizen ideas have been submitted through the Development Idea Contest, demonstrating growing civic engagement.
Cultural and tourism-related contests, such as the Kimchi Day Branding Competition and the Haenam Dinosaur Museum Character Contest, have also received strong responses, linking local creativity to county policies.
■ Public Officials Becoming Policy Designers: ‘Policy Brain Development Program’
In 2024, Haenam County expanded its proposal system by launching a Policy Brain training program.
During the policy workshop, seven departmental teams developed new policy initiatives tackling key local issues such as smart agriculture, stay-type tourism, and global distribution strategies.
The annual Policy Research Competition further strengthens a culture of自主적 policy development within the public sector.
Resulting proposals are reviewed with a focus on feasibility and execution, and are integrated into county administration through a strengthened management system.
■ From Proposal to Practice: “The Voice of Citizens Becomes Policy”
Haenam County continuously monitors the implementation of approved proposals to ensure that citizen input is reflected in real administrative practice.
This system has created a virtuous cycle in which citizen feedback leads to policy formulation and on-the-ground execution—moving beyond mere procedural participation.

Haenam County Mayor Myung Hyun-kwan stated,
“This award is especially meaningful because it was made possible through the valuable ideas of our citizens combined with the proactive efforts of our public officials.
We will continue to incorporate voices from the field and develop policies that residents can truly feel.”
With this national recognition, Haenam County is being praised as a leading example of participatory, communicative, and innovative local administration, offering a new model for regional development.
