해남군의회(의장 이성옥)는 11일 오전 군의회 주민소통실에서 해남군, 농협, 쌀 생산자단체가 참석한 가운데 수확기 쌀 가격 안정을 위한 정책 간담회를 개최했다.

이번 간담회는 해남군의회가 주최하고 해남군농민회, 쌀 생산자 협의체, 지역 농협, 해남군이 함께 주관하여, 수확기 쌀 가격 형성에 영향을 미치는 정부 정책과 지역 차원의 공동 대응 방안을 논의하기 위해 마련됐다.

이날 회의에서는 먼저 공공비축미 매입계획과 정부 관리양곡 수급 동향을 토대로 한 벼 매입가격 전망이 공유됐다.

참석자들은 올해 쌀값이 역대 최고 수준의 평균가를 형성할 것이라는 데 의견을 같이했다.

이는 정부의 초과생산량 10만톤 우선격리 조치, 깨씨무늬병 확산 및 일조량 부족에 따른 생산 감소, 10월 기준 산지 쌀값 정곡 80kg당 23만3,032원 기록 등 시장 여건을 반영한 분석이다.

이에 따라 수확기 이후 가격 조정이 있더라도, 쌀값은 22만 원 이상 수준에서 안정될 가능성이 크다는 전망이 제기됐다.

아울러 농민회가 제안한 ‘해남 쌀 지속가능 협의회’ 구성 방안도 논의됐다. 참석자들은 매년 반복되는 쌀값 등락 문제를 근본적으로 해결하고, 지역 농업 기반을 지키기 위해 의회·군·생산자단체·농협이 참여하는 상설 협의 구조의 필요성에 공감했다.

특히 쌀 비축 및 방출 정책을 결정하는 정부의 쌀값 개입 기준(기준가격·조정 시점)을 명확히 공개해야 한다는 데 의견을 모으며 대정부 건의 추진에 뜻을 같이했다.

다만 협의회 구성 방식과 운영 구조에 대해서는 지역 농협조합장 협의회의 의견 수렴이 선행되어야 한다는 데 합의하고, 오는 12월 초 제2차 간담회를 이어가기로 했다.

이성옥 의장은 “해남 쌀을 지키는 일은 농촌을 지키고 나아가 국가 식량주권을 지키는 일”이라며 “지역 농업의 지속가능성 확보를 위해 의회가 책임 있게 역할을 다하겠다.”고 밝혔다.

Haenam County Council Discusses Rice Price Stabilization Measures During Harvest Season
The Haenam County Council (Chairperson Lee Seong-ok) held a policy consultation meeting on the stabilization of rice prices during the harvest season on the morning of the 11th at the Council’s Resident Communication Room, with the participation of Haenam County, local agricultural cooperatives, and rice producers’ organizations.
The meeting was hosted by the Haenam County Council and jointly organized with the Haenam Farmers’ Association, rice producer groups, local agricultural cooperatives, and Haenam County, with the aim of discussing government policies affecting rice price formation and coordinated regional responses during the harvest period.
During the session, participants first reviewed rice purchase price projections based on the government’s public reserve rice procurement plan and national grain supply management trends.
All attendees shared the view that this year’s rice prices are expected to reach the highest average levels on record. This projection is based on several market conditions, including the government’s preemptive segregation of 100,000 tons of surplus rice, reduced yields caused by rice kernel smut disease and insufficient sunlight, and the highest recorded producer price of 233,032 KRW per 80kg sack of milled rice as of mid-October.
Accordingly, even if market adjustments occur after the harvest season, estimates indicate that rice prices will likely remain above 220,000 KRW per 80kg sack.
Discussions also continued regarding the Farmers’ Association’s proposal to establish a “Haenam Rice Sustainability Council.” Participants agreed on the need for a permanent cooperative body involving the County Council, county government, producer groups, and agricultural cooperatives to address recurring fluctuations in rice prices and to safeguard the long-term sustainability of local agriculture.
In addition, the participants agreed to urge the national government to publicly clarify the criteria and price thresholds used to determine rice stockpiling and market release interventions.
However, participants also acknowledged the need to first gather opinions from the Council of Local Agricultural Cooperative Presidents before finalizing the structure and operational methods of the proposed sustainability council. A follow-up consultation meeting is scheduled for early December.
Chairperson Lee Seong-ok stated, “Protecting Haenam rice means protecting our rural communities and, ultimately, defending the nation’s food sovereignty. The Council will continue to fulfill its responsibility to ensure the sustainable future of local agriculture.”
