“외딴섬 주민 불편 해소, 신우철 완도군수 직접 현장으로”

완도군이 외딴섬 주민들의 생활 불편 해소를 위해 직접 발로 뛰는 소통 행정을 펼치고 있다.

신우철 완도군수는 지난 4일 군외면 사후도와 고마도를 찾아 ‘찾아가는 이동 군수실’을 운영하며 주민들과의 격의 없는 대화를 나눴다.

이번 방문은 본 섬과 떨어져 있어 행정 서비스가 미치기 어려운 지역 주민들의 생활을 직접 살피고, 주민 의견을 정책에 반영함으로써 참여와 신뢰의 군정을 구현하기 위한 것이다.

사후도와 고마도에는 약 40여 가구가 거주하며, 해삼과 굴 등이 주요 소득원으로, 육지와의 정기 여객선은 하루 3회 운항되고 있다.

현장에서는 주민들이, 대야2리-중앙시장 간 버스 노선 증편, 다목적 인양기 설치, 차량 도선을 위한 철부선 보조 항로 개설 등 다양한 생활 불편 사항을 건의했다.

이에 신 군수는 “보조 항로 개설과 철부선 운항 등 예산과 시간이 소요되는 사업은 연차적으로 추진하겠다.”며 “특히 보조 항로 개설은 해양수산청과 지속적으로 소통하며 주민 생활 불편을 최소화하도록 최선을 다하겠다.”고 밝혔다.

신 군수는 이어 “앞으로도 외딴섬 주민들과의 꾸준한 현장 소통을 통해 생활환경을 개선해 나가겠다.”며 현장 중심 행정 의지를 강조했다.

완도군은 이번 방문처럼 연중 ‘찾아가는 이동 군수실’을 운영하며, 외딴섬을 포함한 지역 주민들의 목소리를 직접 청취하고 정책에 반영하는 민생 중심 행정을 지속적으로 추진하고 있다.

Visit to Sahu-do and Goma-do in Gunoe-myeon; Residents’ Feedback Heard… Auxiliary Routes and Steel Ferries to Be Implemented Gradually
Wando County is taking a hands-on approach to local governance by directly addressing the everyday inconveniences faced by residents of remote islands.
On November 4, Wando County Mayor Shin Woo-cheol visited Sahu-do and Goma-do in Gunoe-myeon to operate a “Mobile Mayor’s Office,” engaging in open and informal discussions with residents.
The visit aimed to observe the living conditions of residents in areas where administrative services are hard to reach, and to incorporate their opinions into county policies, thereby promoting participatory and trustworthy governance.
Approximately 40 households reside on Sahu-do and Goma-do, where sea cucumbers and oysters are the main sources of income. Regular ferry service to the mainland operates three times a day.
During the visit, residents raised various issues, including requests to expand the bus route between Dae-ya 2-ri and the central market, install a multipurpose lifting machine, and create an auxiliary steel ferry route for vehicle transport.
Mayor Shin responded, “Projects such as the creation of auxiliary routes and the operation of steel ferries require significant budgets and time, so they will be implemented gradually. In particular, we will maintain continuous communication with the Ministry of Oceans and Fisheries to minimize residents’ inconveniences.”
He added, “We will continue to improve living conditions through consistent on-site communication with residents of remote islands,” emphasizing his commitment to field-based governance.
Wando County operates the “Mobile Mayor’s Office” throughout the year, listening directly to residents—including those on remote islands—and reflecting their voices in policy, continuing its citizen-centered administration.
