안녕하십니까? 해남군의회 이상미 의원입니다.오늘 저는 해남군 파크골프장이 군민의 건강과 지역 활력의 중심으로 성장하고 있는 만큼,그 운영체계의 공공성과 전문성을 함께 강화해야 한다는 제안을 드리고자 합니다.현재 해남군에는 삼산, 산이, 송지면에 파크골프장이 조성되어 있고, 연간 이용객은 약 10만 명에 이릅니다.우리 군 전체 인구를 넘는 수치로, 파크골프장이 군민 건강과 지역경제 활성화에 크게 기여하고 있음을 보여줍니다.특히 파크골프는 노년층을 넘어 중장년층까지 참여가 확대되며, 세대가 함께 즐기는 대표적인 생활체육으로 자리 잡고 있습니다.앞으로 화산, 옥천, 화원 지역에 추가 조성이 이루어진다면, 해남군은 전남을 넘어 전국적인 파크골프 중심지로 성장할 것입니다.이처럼 긍정적인 성과와 함께, 운영체계의 공공성과 전문성 강화가 필요하다는 목소리도 높습니다.2024년 개정된 「체육시설법 시행령」은 파크골프장을 명확히 체육시설로 규정했고, 「국민체육진흥법」은 지방자치단체가 모든 주민이 안전하게 이용할 수 있는 체육시설을 확보할 책임이 있음을 밝히고 있습니다.현재 해남군의 파크골프장 운영비는 연간 약 1억 원 수준입니다.이용객 수로 나누면 1인당 약 1,000원 정도로, 작은 예산으로 건강증진과 지역활성화라는 큰 효과를 내고 있습니다.그러나 일부 지자체는 유료회원제 운영으로 인해 형평성 논란이 발생하기도 했습니다.우리 군은 이러한 문제를 예방하기 위해 투명하고 전문적인 위탁운영 체계를 마련해야 합니다.이에 저는 해남군이 파크골프협회 등 전문성을 갖춘 체육단체에 위탁 운영을 맡기고, 군은 관리·감독과 지원 역할을 강화하는 방안을 제안드립니다. 이렇게 하면 공공성과 효율성을 동시에 확보할 수 있습니다.참고로, 하동군은 조례로 질서관리요원의 업무를 명확히 규정했고,영천시는 경기 질서유지, 회원확인, 시설안전 점검 등의 임무를 수행하는 인력을 배치하고 있습니다.해남군도 이러한 제도를 참고하여 소규모 시설은 각 지역 협회에 위탁하고, 운영인력은 미래공동체과의 중장년 일자리사업과 연계해 배치하는 방안을 검토해야 합니다.또한 최근 김석순·민홍일 의원님과 함께하는 생활인구유입연구회 활동을 통해 국내외 여러 우수사례를 살펴볼 기회가 있었습니다.
통영시는 전문기관에 스포츠시설 관리를 위탁하고,양구군은 스포츠재단이 모든 체육시설을 통합 운영하는 체계를 갖추고 있었습니다.
또한 스페인 바르셀로나 국외출장 시 방문한 스포츠시설들 역시 모두 전문기관에 위탁되어 있었고,
그 안에는 봉사단체와 사회적 기업이 함께 입주하여 다문화가족과 청소년의 건강·복지 활동에도 참여하고 있었습니다.
특히 시설관리 직원들 모두가 지역사회 일원으로서 높은 자부심과 책임감을 가지고 일하는 모습이 인상적이었습니다.이러한 사례들은 체육시설이 단순한 운동공간을 넘어 지역공동체와 복지가 함께 성장할 수 있음을 보여주는 좋은 본보기였습니다.이와 함께 해남군 스포츠사업단과 시설운영 관계자 여러분의 노고에 깊이 감사드립니다.현장에서 헌신해주신 분들의 노력이 있었기에 오늘의 성과가 가능했다고 생각합니다.앞으로는 걷기운동이 가능한 실내 파크골프장 도입도 검토해 주시기 바랍니다.사계절 내내 군민이 날씨에 관계없이 건강을 지킬 수 있는 공간이 될 것입니다.존경하는 군민 여러분, 파크골프는 이미 해남군을 대표하는 생활체육입니다.이제는 공공성과 전문성을 함께 강화해 모든 군민이 더 편리하고 안전하게 즐길 수 있는 환경을 만들어야 합니다.해남군이 체육단체와 협력해 전문적이고 투명한 위탁운영 체계를 구축한다면, 해남군 파크골프는 전국적인 모범사례가 될 것입니다.군민 모두가 건강하고 행복한 여가를 누릴 수 있기를 바라며,

Enhancing Public Value of Park Golf to Promote Residents’ Health and Regional Vitality
Honorable residents, Mr. Chair, and fellow members of the council,
Good day. I am Council Member Lee Sang-mi of Haenam County Council.
Today, I would like to propose that, as Haenam County’s park golf courses grow into centers of residents’ health and regional vitality, we also strengthen their public value and professional management.
Currently, Haenam County has park golf courses in Samsan, Sani, and Songji-myeon, attracting approximately 100,000 visitors annually. This number exceeds the county’s total population, demonstrating how park golf contributes significantly to public health and the local economy. In particular, park golf is increasingly enjoyed not only by senior citizens but also by middle-aged adults, establishing itself as a representative sport for all generations.
If additional courses are established in Hwasan, Okcheon, and Hwawon areas, Haenam County could become a leading hub for park golf nationwide, far beyond Jeollanam-do.
Alongside these positive outcomes, there is growing recognition of the need to enhance the public and professional management of these facilities. The amended Enforcement Decree of the Physical Education Facilities Act (2024) clearly defines park golf courses as sports facilities, and the National Sports Promotion Act stipulates that local governments are responsible for securing safe sports facilities accessible to all residents.
Currently, Haenam County spends about 100 million KRW annually on park golf operations. When divided by the number of visitors, this amounts to roughly 1,000 KRW per person—a modest budget achieving substantial impact on health promotion and regional revitalization. However, some local governments have faced equity concerns due to membership-based fee systems.
To prevent such issues, I propose establishing a transparent and professional management system through which Haenam County entrusts operations to sports organizations with expertise, such as the Park Golf Association, while the county focuses on oversight and support. This approach would ensure both public value and operational efficiency.
For reference, Hadong County has clearly defined the duties of order management personnel through local ordinances, and Yeongcheon City deploys staff responsible for maintaining order during games, verifying memberships, and ensuring facility safety. Haenam County could adopt similar measures—entrusting small-scale facilities to local associations and linking operational staff with mid-to-senior citizen employment programs under the Future Community Division.
Additionally, through the Lifestyle Population Inflow Research Group activities conducted with Council Members Kim Seok-sun and Min Hong-il, I had the opportunity to study numerous best practices domestically and abroad. Tongyeong City entrusts sports facility management to professional institutions, Yanggu County operates all sports facilities under a sports foundation, and during a recent visit to Barcelona, Spain, all sports facilities were managed by professional organizations. These facilities included volunteer groups and social enterprises that engaged multicultural families and youth in health and welfare activities. Staff there demonstrated strong pride and responsibility as integral members of the community, leaving a strong impression.
These cases illustrate that sports facilities can serve not only as spaces for exercise but also as platforms for community and welfare development. I also extend my sincere gratitude to the Haenam County Sports Business Unit and facility managers. The achievements we see today would not have been possible without their dedication.
Looking ahead, I urge consideration of indoor park golf facilities that allow walking exercises. Such facilities would enable residents to maintain their health year-round, regardless of weather conditions.
Honorable residents, park golf has already become a representative sport of Haenam County. Now, it is time to strengthen both public value and professional management to ensure that all residents can enjoy the facilities conveniently and safely. By establishing a professional and transparent management system in collaboration with sports organizations, Haenam County’s park golf could become a national model.
