해남군의회 제347회 임시회 폐회…‘미래 농업·AI·지역균형 발전’ 발판 마련

해남군의회(의장 이성옥)는 29일 제3차 본회의를 끝으로 10일간 진행된 제347회 임시회를 성공적으로 마무리했다.

이번 회기는 의원발의 조례안 심의, 공유재산 관리계획안 검토, 조례심사특별위원회 활동 등 폭넓은 의정활동으로 진행되었다.

임시회 동안 군정 질의·답변과 상임위원회별 안건 심의를 통해 총 18건의 안건이 처리됐다.

이 가운데 해남군 재활용품 수집인 지원 조례안(김영환 의원), 스마트농업 육성 및 지원 조례안(이성옥 의원), 농업기계 구입 지원 조례안(박종부 의원), 정보화 조례 전부개정조례안(이기우 의원), 청년 발전 기본 조례 일부개정조례안(이상미 의원) 등 5건은 원안가결 되었으며, 화훼산업 활성화 지원 조례안(박상정 의원)과 2026년도 정기분 공유재산 관리계획안 등 4건은 일부 수정 가결되었다.

한편, 번영회 지원 조례안(이상미 의원)은 조례심사특별위원회에서 부결되었다.

이번 회기에서는 의원들의 5분 자유발언도 눈길을 끌었다.

이기우 의원은 “AI 기반 행정서비스 구축”을, 이상미 의원은 “군민 건강과 지역 활력, 파크골프 공공성 강화”를 주제로 발언하며 군정 발전 방향을 제시했다.

또한, 군의회는 박상정 의원 대표발의 ‘수도권 중심 송전정책 전면 재검토 및 에너지 생산지역 균형발전 촉구 건의안’과 이성옥 의원 대표발의 ‘기후변화에 따른 농산물 피해 종합대책 마련 촉구 건의안’을 채택, 에너지 자립형 지역균형 발전과 기후변화 대응 농업 정책 강화를 정부에 요구했다.

이성옥 의장은 “회기 동안 열정과 성의를 다해주신 동료 의원들과 묵묵히 수고해 주신 공무원 여러분께 감사드린다.”며, “의회에서 제안한 의견들이 군정에 충실히 반영되어 해남군의 지속가능한 발전과 군민 행복 증진으로 이어지길 기대한다.”고 밝혔다.

Haenam County Council Concludes 347th Extraordinary Session…Lays Groundwork for Future Agriculture, AI, and Regional Balanced Development
Haenam County Council (Chairperson Lee Sung-ok) successfully concluded its 347th extraordinary session on the 29th, ending a 10-day schedule with the 3rd plenary session.
The session featured a wide range of council activities, including the review of councilor-initiated ordinances, examination of the public property management plan, and activities of the special ordinance review committee.
During the session, a total of 18 agenda items were deliberated through councilor inquiries and responses on county administration, as well as review by standing committees.
Among them, five councilor-initiated ordinances were passed as originally proposed: the Ordinance on Supporting Recyclable Collectors in Haenam (Councilor Kim Young-hwan), the Ordinance on Promotion and Support for Smart Agriculture (Councilor Lee Sung-ok), the Ordinance on Agricultural Machinery Purchase Support (Councilor Park Jong-bu), the Full Revision of the Haenam County Informatization Ordinance (Councilor Lee Ki-woo), and the Partial Amendment of the Basic Ordinance for Youth Development (Councilor Lee Sang-mi). Additionally, four items, including the Ordinance on Revitalizing the Floriculture Industry (Councilor Park Sang-jung) and the 2026 Regular Public Property Management Plan, were passed with amendments.
On the other hand, the Ordinance on Supporting the Haenam Prosperity Association (Councilor Lee Sang-mi) was rejected by the Special Ordinance Review Committee.
The session also featured councilors’ five-minute free speeches, drawing attention. Councilor Lee Ki-woo proposed “Establishing AI-Based Administrative Services”, while Councilor Lee Sang-mi spoke on “Enhancing Public Health, Local Vitality, and the Public Value of Park Golf”, providing direction for county administration development.
Furthermore, the council adopted two resolutions: the “Resolution to Fully Review the Capital-Centric Power Transmission Policy and Promote Balanced Development in Energy-Producing Regions” led by Councilor Park Sang-jung, and the “Resolution to Establish Comprehensive Measures to Address Agricultural Damage Caused by Climate Change” led by Chairperson Lee Sung-ok. These resolutions call on the government to strengthen policies for energy self-sufficiency, regional balance, and climate-adaptive agriculture.
Chairperson Lee Sung-ok stated, “I sincerely thank my fellow councilors for their dedication and the public officials who worked diligently throughout the session. I hope the proposals made by the council will be faithfully reflected in county administration, contributing to Haenam County’s sustainable development and the well-being of its residents.”
