“해남군, AI 행정 시대 연다!”… 지능정보화 전면 개정 조례 의결

해남군의회가 29일 제347회 임시회에서 이기우 의원이 발의한 「해남군 정보화조례 전부개정조례안」을 심의·의결하며 AI 기반 ‘스마트 행정’ 추진을 위한 제도적 기반을 마련했다.

이번 조례 개정은 기존 정보화 조례를 전면 개정, 상위법인 「지능정보화 기본법」의 개정사항을 반영하고, 단순 정보 생산·활용을 넘어 인공지능(AI)과 빅데이터 등 첨단 기술을 행정과 군민 생활에 접목하는 ‘지능정보사회’로의 전환을 목표로 한다.

주요 내용으로는 지능정보화 시책과 사업을 총괄하는 ‘지능정보화책임관’ 제도 도입, 행정·복지·산업 등 분야별 지능정보화 추진, 군민과 공직자 대상 지능정보화 교육 실시, 정보문화 확산 및 정보격차 해소, 정보보호 강화 등이 포함됐다.

이를 통해 지역사회 전반의 지능정보화 기반 강화에 초점을 맞췄다.

이 조례안을 대표 발의한 이기우 의원은 “이번 전부개정조례안은 해남군이 행정 효율성과 군민 편익을 함께 높이는 지능정보사회로 나아가기 위한 첫 걸음”이라며, “모든 군민이 인공지능과 빅데이터 등 새로운 기술의 혜택을 공평하게 누릴 수 있는 환경을 만드는 기반이 되길 바란다.”고 강조했다.

또한 이 의원은 같은 날 5분 자유발언을 통해 이번 조례 개정을 계기로 군민이 보다 편리하게 행정서비스를 이용할 수 있도록 인공지능을 활용한 민원 응대 시스템 도입을 촉구했다.

이번 조례 개정은 해남군이 디지털 행정과 스마트 서비스를 본격 추진하는 중요한 전환점이 될 전망이다.

“Haenam County Enters the AI Administration Era!”… Ordinance on Comprehensive Intelligence Informatization Amendment Passed
Haenam County Council passed the “Haenam County Informatization Ordinance Comprehensive Amendment” proposed by Councilor Lee Ki-woo during the 347th Extraordinary Session on the 29th, establishing a regulatory foundation for AI-based “smart administration.”
The amendment fully revises the existing informatization ordinance, reflecting the recent amendments to the higher-level “Framework Act on Intelligent Informatization.” It aims to transition Haenam into an “intelligent information society” by integrating advanced technologies such as artificial intelligence (AI) and big data into both administrative services and residents’ daily lives, moving beyond simple information production and utilization.
Key provisions include the introduction of a Chief Officer for Intelligent Informatization to oversee policies and projects, promotion of intelligence-based initiatives across administration, welfare, and industry sectors, implementation of AI and informatization education for residents and public officials, expansion of information culture and reduction of the digital divide, and strengthening of information security.
Councilor Lee Ki-woo, the bill’s main sponsor, stated, “This comprehensive amendment is the first step for Haenam County toward an intelligent information society that enhances both administrative efficiency and residents’ convenience. We hope it will create an environment where all residents can equally benefit from emerging technologies such as AI and big data.”
During his five-minute speech on the same day, Councilor Lee also urged the introduction of an AI-based civil service response system to make administrative services more convenient for residents.
This ordinance amendment is expected to mark a significant turning point as Haenam County fully embraces digital administration and smart services.
