해남군, 다자녀 농가 우대 농업기계 지원 조례 제정

해남군의회는 지난 29일 제347회 임시회 제3차 본회의에서 박종부 의원이 대표 발의한 「해남군 농업기계 구입 지원에 관한 조례안」을 심의·의결했다.

이번 조례는 농업인의 농업기계 구입 부담을 줄이고, 다자녀 가정에 대한 우대 지원을 신설함으로써 농촌의 지속 가능한 성장과 경영 안정에 기여하는 것을 목표로 한다.

조례에는 농업기계의 정의와 지원 범위 명확화, 18세 이하 자녀 3명 이상을 양육하는 다자녀 가정 우대, 보조금 중복지원 금지 등 지원 제한, 보조금 신청·결정·교부 절차와 환수 규정 등이 담겼다.

박종부 의원은 “농업기계는 농가 생산성 향상의 핵심이지만, 높은 구입 비용은 농가에 큰 부담이었다.”며, “이번 조례가 실질적 지원 체계를 마련해 다자녀 농가가 안정적으로 농사를 이어갈 수 있는 환경을 만드는 계기가 되길 바란다.”고 말했다.

해남군의회는 이번 조례 제정을 시작으로 농업인의 삶의 질 향상과 ‘아이 키우기 좋은 농촌’ 조성을 위한 입법 활동을 지속적으로 추진할 계획이다.

Haenam County Enacts Agricultural Machinery Support Ordinance Favoring Multi-Child Farms
“Creating a Child-Friendly Rural Environment and Boosting Agricultural Productivity”
Haenam County Council passed the 「Haenam County Agricultural Machinery Purchase Support Ordinance」 at the 3rd plenary session of the 347th extraordinary council meeting on the 29th, proposed by Councilor Park Jong-bu.
The ordinance aims to reduce the burden of purchasing agricultural machinery for farmers and introduces preferential support for multi-child households, contributing to sustainable rural development and the stabilization of farm management.
Key provisions of the ordinance include clarifying the definition and scope of agricultural machinery, offering preferential support to households raising three or more children under the age of 18, restricting overlapping subsidy benefits, and specifying procedures for application, approval, disbursement, and refund of subsidies.
Councilor Park Jong-bu stated, “Agricultural machinery is essential for improving farm productivity, but high purchase costs have been a significant burden for farmers. This ordinance establishes a practical support system, helping multi-child households maintain stable farming operations.”
Haenam County Council announced that, following the enactment of this ordinance, it will continue legislative efforts to enhance the quality of life for farmers and create a “child-friendly rural environment.”
