“폐지 줍는 어르신도 ‘재활용품 수집인’… 해남군, 안전·복지 지원 조례 제정”

전남 해남군의회(의장 이성옥)는 29일 제347회 임시회 제3차 본회의에서 김영환 부의장이 대표 발의한 『해남군 재활용품 수집인 지원에 관한 조례안』을 원안 가결했다.

이번 조례 제정으로 관내 재활용품 수집인의 안전과 복지 증진을 위한 제도적 근거가 마련됐다.

조례안은 65세 이상 어르신, 장애인 등 손수레 등으로 재활용품을 수집·판매하는 사람을 ‘재활용품 수집인’으로 정의, 실태조사를 통한 지원계획 수립·시행, 개인보호 안전장비, 계절별 보호 의류 등 지원 근거 마련 등을 주요 내용으로 담고 있다.

김영환 부의장은 “주변에서 흔히 ‘폐지 줍는 노인’을 빈곤의 상징으로 부정적으로 보는 경우가 많지만, 이분들은 환경을 청결히 하고 재활용을 촉진하는 선한 직업적 정체성을 가진 분들”이라며 “‘재활용품 수집인’이라는 명칭을 부여하고, 안전과 복지 지원 근거를 마련하고자 조례를 제안했다”고 밝혔다.

군 자료에 따르면 올해 10월 기준 관내 재활용품 수집인은 31명이며, 평균 연령은 79.9세로, 작년 보건복지부 전국 실태조사 평균(78.1세)과 유사한 수준이다.

김 부의장은 “관내 재활용품 수집인에 대한 실태조사가 우선 시행돼야 하며, 폐지 단가가 평균 ㎏당 40~80원으로 최저임금에도 미치지 못하는 현실을 고려해 노인일자리 연계 등으로 소득을 보전하고, 안전용품 지원 등 군 차원의 행정적 지원이 필요하다.”고 강조했다.

이번 조례 제정으로 해남군은 지역사회에서 흔히 간과되던 재활용품 수집인의 안전과 복지를 체계적으로 지원하는 제도적 기반을 마련하게 됐다.

“Even Elderly Collecting Waste Paper Are Now Recognized as ‘Recyclable Material Collectors’… Haenam County Enacts Safety and Welfare Support Ordinance”
The Haenam County Council (Chairperson Lee Seong-ok) passed the “Ordinance on Supporting Recyclable Material Collectors in Haenam County”, proposed by Vice-Chairperson Kim Young-hwan, during the 3rd plenary session of the 347th temporary council meeting on the 29th.
With this ordinance, a formal framework has been established to enhance the safety and welfare of recyclable material collectors in the county.
The ordinance defines “recyclable material collectors” as people, including seniors aged 65 and over and persons with disabilities, who collect and sell recyclable materials using handcarts or similar equipment instead of vehicles. Key provisions include conducting surveys to formulate and implement support plans, and providing personal protective equipment and seasonal protective clothing.
Vice-Chairperson Kim Young-hwan said, “People often perceive elderly waste-paper collectors negatively, as symbols of poverty. However, these individuals contribute to environmental cleanliness and promote recycling, reflecting a virtuous professional identity. By naming them ‘recyclable material collectors,’ we aim to provide administrative support for their safety and welfare.”
According to county data, as of October this year, there are 31 recyclable material collectors in Haenam, with an average age of 79.9, which is close to the national average of 78.1 reported in last year’s Ministry of Health and Welfare survey.
Vice-Chairperson Kim emphasized, “A proper survey of local recyclable material collectors must be conducted first. Considering that the price of waste paper is only 40–80 KRW per kilogram—below the minimum wage—it is essential to secure income through connections to senior jobs and provide safety equipment and other administrative support from the county.”
Through this ordinance, Haenam County has established a structured system to systematically support the safety and welfare of recyclable material collectors, a group often overlooked in the community.
