안녕하십니까.

해남군의회 이기우 의원입니다.

먼저 본 의원에게 소중한 5분 발언의 기회를 주신
이성옥 의장님과 선배·동료 의원 여러분께
감사의 말씀을 드립니다.

아울러,
해남군을 AI산업 거점도시로 성장시키기 위해
노력하고 계시는 명현관 군수님과
집행부 공무원 여러분께도 감사드립니다.

오늘 저는 해남군 행정의 혁신과 군민 편익 향상을 위해 꼭 필요한 AI 행정서비스 구축의 필요성에 대해
말씀드리고자 이 자리에 섰습니다.

우리 해남군은
군민을 위한 다양한 정책을 추진하고 있으나,
군민들이 이러한 정책의 혜택과 정보를
한눈에 확인할 수 있는 통합 시스템은
아직 부족한 실정입니다.

14개 읍·면사무소 공직자들조차
군 정책의 최신 정보를 실시간으로 공유받지 못하거나,
민원 응대 시 정확하지 않은 내용을
안내하는 사례가 있습니다.

이는 행정의 신뢰도 저하로 이어질 수 있으며,
군민 입장에서는 불편과 혼란을 초래할 것입니다.

서울시는 이미 AI 기반 ‘서울톡’ 시스템을 운영하여
복지혜택 조회, 민원신청, 행정정보 확인을
하나의 플랫폼에서 한 번에 해결하고 있습니다.

용인시와 송파구도 자체 챗봇과 AI 시스템을 통해
공무원의 행정문서 작성, 공모사업 분석,
정책 데이터 검색 등
행정 전반에 인공지능을 활용하고 있습니다.

이처럼 전국의 여러 지자체들이
행정 효율성과 주민의 편익을 높이기 위해
AI 기반 행정 서비스를 선제적으로 시도하며,
행정 혁신을 추진하고 있는 상황입니다.

지금 해남에는 변화의 바람이 불고 있습니다.
‘LS전선’이 수천억 원의 대규모 투자를 결정하였고,
국가 AI컴퓨팅센터 해남 유치도 확실시되고 있으며,
AI데이터센터 등 미래산업의 핵심 기반이
해남에 조성될 것으로 기대하고 있습니다.

이제 해남은 더 이상 단순한 농어촌이 아닌,
대한민국 서남부권의 AI산업 거점도시로 성장할
절호의 기회를 맞이하고 있습니다.

이러한 변화의 흐름을 뒷받침하기 위해서는
행정 또한 더욱 효율적이고 체계적으로 변화해야 합니다.

이에, 본의원이 이번 회기에 발의한
「해남군 정보화 조례 전부개정조례안」에는
인공지능과 빅데이터를 활용한
행정업무 효율화, 군민의 정보 접근성 향상 등의
내용이 담겨있습니다.

이 조례의 개정은 단순히 기술의 도입을 요구하는 것이 아니라
행정의 효율성과 투명성을 높이고,
군민이 체감할 수 있는 스마트행정으로 나아가기 위한
제도적 기반을 마련한 것입니다.

AI를 활용한 민원 응대와
맞춤형 행정정보 제공 서비스 등이 도입된다면
공직자는 보다 빠르고 정확하게 업무를 수행할 수 있고,
군민의 행정 서비스 만족도 또한 한층 높아질 것입니다.

일례로 현재 우리 군에는 ‘해남소통넷’을 운영하고 있으나, 스마트폰 사용이 익숙하지 않은 어르신들에게는
여전히 활용이 쉽지 않은 실정입니다.

그러나 기존 ‘해남소통넷’에 인공지능 기술을 접목하여
개인 맞춤형 정책 제공 서비스나
음성 대화형 안내 등을 도입한다면,
주민의 정보 접근 격차를 줄이고
누구나 편리하게 군정 정보를 이용할 수 있을 것입니다.

여러분, 이제 해남군은
산업과 행정이 함께 도약하며 군민이 체감할 수 있는
미래형 자치행정으로 과감히 나아가야 합니다.
AI행정서비스 구축은 해남군의 새로운 경쟁력이자
군민 삶의 질을 높이는 가장 확실한 길입니다.

해남의 지속적인 발전과
군민이 체감할 수 있는 행정 혁신을 위해
집행부의 적극적인 추진을 강력히 요청드리며,

Dear fellow citizens of Haenam,
Good day.
This is Lee Ki-woo, a member of the Haenam County Council.
First of all, I would like to express my sincere gratitude to Chairperson Lee Sung-ok and all my fellow council members for giving me the opportunity to deliver this valuable five-minute speech.
I would also like to thank County Mayor Myung Hyun-gwan and all the officials of the executive branch for their dedicated efforts to transform Haenam County into a hub city for AI industries.
Today, I stand here to speak about the necessity of establishing AI-based administrative services—a vital step toward innovation in Haenam’s administration and improved convenience for our citizens.
Haenam County has been promoting a wide range of policies for its residents. However, there is still a lack of an integrated system through which citizens can easily access all relevant policy information and benefits in one place.
Even among the officials of our 14 township and town offices, there are cases where the latest policy information is not shared in real time, or where inaccurate information is provided during civil service consultations.
This not only undermines trust in public administration but also causes confusion and inconvenience for our citizens.
Seoul City already operates an AI-based platform called “Seoul Talk”, where residents can check welfare benefits, file civil complaints, and access administrative information—all in one system.
Similarly, Yongin City and Songpa District utilize their own chatbots and AI systems to assist with administrative document drafting, public project analysis, and policy data retrieval—demonstrating the growing role of AI in enhancing administrative efficiency nationwide.
Across the country, many local governments are taking proactive steps toward AI-powered administration, pursuing innovation to boost efficiency and public satisfaction.
At this very moment, Haenam is also entering a new era of transformation.
LS Cable & System has decided to invest several hundred billion won in Haenam, and the National AI Computing Center is expected to be established here as well.
These developments, along with the planned AI Data Center, will make Haenam a cornerstone of Korea’s future industries.
Haenam is no longer a simple agricultural county—it now stands at the threshold of becoming the AI industrial hub of the southwestern region of Korea.
To support this great transformation, our administration must also evolve—becoming more efficient, systematic, and forward-looking.
For this reason, I have proposed the “Ordinance on Informatization of Haenam County (Full Amendment)” in this session.
This amendment includes provisions to enhance administrative efficiency through artificial intelligence and big data, and to improve citizens’ access to public information.
This is not merely about introducing new technology—it is about laying the institutional foundation for transparent, efficient, and citizen-centered smart governance.
By implementing AI-based systems for civil service consultations and personalized administrative information, public officials will be able to work faster and more accurately, while citizens will experience a significant improvement in service satisfaction.
For example, our county currently operates the “Haenam Communication Net”, but many elderly residents still find it difficult to use due to unfamiliarity with smartphones.
If we integrate AI technology into this platform—adding features such as personalized policy recommendations or voice-guided assistance—we can greatly reduce the digital divide and ensure that every resident can easily access county information and services.
Fellow citizens,
Now is the time for Haenam to boldly move toward future-oriented local governance, where industry and administration advance hand in hand for the benefit of all residents.
Building AI administrative services will become Haenam’s new competitive strength and the surest way to improve our citizens’ quality of life.
I strongly urge the executive branch to actively pursue this initiative for the sustainable development of Haenam and for administrative innovation that every citizen can truly experience.
