“대규모 해안오염 막아라!” 완도해경·해남군, 합동 해안방제훈련 실시

완도해양경찰서(서장 김길규)는 24일 해남군 송지면 송호리 방파제 일원에서 해남군과 함께 ‘2025 해안방제 합동훈련’을 실시했다고 밝혔다.

이번 훈련은 해상에서 발생한 대규모 해양오염이 해안까지 확산된 상황을 가정하고, 신속한 방제 대응체계를 구축하기 위해 마련됐다.

훈련에는 완도해경, 해남군, 순천시(전남야생동물구조관리센터), 해양환경공단, 해양 자율방제대, 해남군 의용소방대 등 13개 기관·단체 90여 명이 참여했다.

현장에는 고압세척기, 유회수기, 오일펜스, 트랙터, 굴삭기 등 방제 장비가 총동원됐으며, 모래·자갈·석축 등 해안 지형별 맞춤 방제기법이 실전과 같이 전개됐다.

훈련은 고압세척, 저압세척, 무압 세정, 갈아엎기 및 수거, 오염 제거 닦아내기, 오염폐기물 처리 등 다단계 해안방제 절차로 진행됐다.

특히, ‘퇴직공무원 사회공헌사업’에 참여한 방제 분야 20년 이상 경력의 전문위원이 외부 평가관으로 참석, 노하우 전수와 개선 의견을 제시하며 훈련의 완성도를 높였다.

완도해경은 매년 관내 4개 지자체(완도·해남·강진·장흥)와 순환 방식의 합동 방제훈련을 실시하고 있으며, 오는 2026년에는 장흥군과 공동훈련을 진행할 예정이다.

완도해경 관계자는 “해상 오염사고는 조류와 바람의 영향으로 해안 피해로 이어질 가능성이 매우 높다.”며 “관내 모든 유관기관과 협력 체계를 더욱 강화해 깨끗하고 안전한 바다를 지키는 데 최선을 다하겠다.”고 말했다.

“Prevent Large-Scale Coastal Pollution!”
Wando Coast Guard and Haenam County Conduct Joint Coastal Cleanup Drill
The Wando Coast Guard (Chief Kim Gil-gyu) announced that it carried out the “2025 Joint Coastal Cleanup Drill” on the 24th in cooperation with Haenam County, at the Songho-ri breakwater in Songji-myeon, Haenam.
The drill was organized to establish a prompt and effective response system in the event of a large-scale marine pollution accident at sea spreading to coastal areas.
A total of 13 organizations and about 90 participants took part in the exercise, including the Wando Coast Guard, Haenam County, Suncheon City (Jeonnam Wildlife Rescue Center), the Korea Marine Environment Management Corporation, the Maritime Autonomous Cleanup Unit, and the Haenam Volunteer Fire Brigade.
Various response equipment—such as high-pressure washers, oil skimmers, oil fences, tractors, and excavators—was mobilized at the scene. Cleanup tactics were tailored to each coastal environment, including sandy shores, gravel, and stone embankments, simulating real-world conditions.
The training procedure followed multiple stages, including high-pressure washing, low-pressure washing, non-pressure cleaning, excavation and collection, manual wiping, and disposal of contaminated waste.
Notably, a senior expert with more than 20 years of experience in maritime response participated as an external evaluator through the “Retired Public Officials Social Contribution Program.” The expert shared technical insights and provided recommendations, further improving the quality and effectiveness of the drill.
The Wando Coast Guard has been conducting rotational joint cleanup exercises each year with four municipalities in its jurisdiction (Wando, Haenam, Gangjin, and Jangheung). In 2026, the joint training will be held in partnership with Jangheung County.
A Wando Coast Guard official stated, “Marine pollution accidents can quickly spread to the coastline due to tides and winds. We will continue to strengthen our cooperation system with all relevant agencies in the region to protect our ocean and ensure a clean and safe marine environment.”
