완도소방서, 소방시설 불법행위 신고포상제 연중 운영

완도소방서(서장 이민석)는 화재 발생 시 인명 피해로 이어질 수 있는 비상구 폐쇄, 소방시설 차단·훼손 등 불법행위를 근절하기 위해 ‘소방시설 등 불법행위 신고포상제’를 연중 운영한다고 13일 밝혔다.

신고포상제는 다중이용시설, 숙박시설 등에서 발생할 수 있는 소방 관련 불법행위를 군민이 직접 신고해 개선을 유도하는 제도로, 지역 안전문화 정착을 위한 군민 참여형 제도다.

완도소방서는 이를 통해 주민이 지역 안전의 주체로 나서는 분위기를 확산하고, 생활 속 안전 의식을 높인다는 방침이다.

신고 대상 시설은 「소방시설법 시행령」에 따른 특정소방대상물로, 다중이용업소, 문화·집회시설, 판매시설(대형마트·전통시장 등), 운수시설(여객선 터미널, 버스터미널 등), 숙박시설, 위락시설, 복합건축물(숙박·판매 복합), 의료시설, 노유자시설(어린이집, 요양시설 등) 등이 포함된다.

주요 위반 행위는 소방시설을 고장 상태로 방치하거나 밸브·전원을 차단하는 행위, 비상구·피난통로에 물건을 적치해 통행을 방해하는 행위, 방화셔터·피난시설을 고의로 막거나 훼손하는 행위 등이다.

신고는 현장을 휴대전화로 촬영한 뒤 국민신문고(PC·모바일), 완도소방서 홈페이지, 관할 소방서 방문·우편·팩스·정보통신망 등으로 48시간 이내 접수하면 된다.

신고가 확인되면 심의 절차를 거쳐 신고자에게 포상금이 지급된다.

이민석 서장은 “비상구와 소방시설은 군민의 생명을 지키는 최소한의 안전망”이라며, “주변에서 불법행위를 발견하면 주저하지 말고 적극적으로 신고해 달라. 군민 여러분의 관심과 참여가 완도의 안전문화를 만들어가는 가장 큰 힘”이라고 강조했다.

Wando Fire Station Operates Year-Round Reward System for Illegal Fire Safety Violations
“Blocking an emergency exit can cost lives—report it immediately!”
Wando Fire Station (Chief Lee Min-seok) announced on the 13th that it is operating a year-round reward system for reporting illegal acts related to fire safety, such as the blocking of emergency exits or the tampering and damage of fire-fighting facilities, in order to prevent potential casualties in the event of a fire.
The reward system allows citizens to directly report illegal fire safety practices in places such as multi-use facilities and accommodations, encouraging corrective action. It is a community-driven initiative aimed at establishing a local culture of safety.
Through this system, Wando Fire Station aims to foster a sense of responsibility among residents as key actors in community safety and to raise awareness of everyday safety practices.
The facilities eligible for reporting include designated fire safety objects under the Enforcement Decree of the Fire Services Act, such as multi-use businesses, cultural and assembly facilities, retail spaces (large marts, traditional markets, etc.), transportation facilities (passenger terminals, bus terminals, etc.), accommodations, entertainment facilities, mixed-use buildings (accommodation and retail), medical facilities, and facilities for vulnerable groups (daycare centers, nursing homes, etc.).
Key violations include leaving fire-fighting equipment in a malfunctioning state, turning off valves or power, obstructing emergency exits or escape routes with objects, and intentionally blocking or damaging fire shutters or evacuation facilities.
Reports can be submitted within 48 hours of observation by taking photos at the scene and sending them via the National Complaint Portal (PC/mobile), Wando Fire Station website, or by visiting, mailing, faxing, or using the information network of the local fire station. Once verified, a reward will be provided to the reporter following a review process.
Chief Lee Min-seok emphasized, “Emergency exits and fire-fighting equipment are the minimum safety net that protects citizens’ lives. If you notice illegal activity around you, do not hesitate to report it. The interest and participation of our citizens are the greatest driving force in creating a culture of safety in Wando.”
