해남군의회, 제347회 임시회 개회

해남군의회(의장 이성옥)는 오는 10월 20일부터 29일까지 10일간 일정으로 제347회 해남군의회 임시회를 개회한다.

이번 임시회는 20일 제1차 본회의 개회 및 조례심사특별위원회 활동을 시작으로, 21일 제2차 본회의에서 군정에 관한 질문과 답변이 진행된다.

이어 22~23일에는 각 상임위원회에서 조례안과 일반안건에 대한 제안설명과 심의·의결이 이뤄지며, 24~28일에는 2026년 정기분 공유재산관리계획안 심사를 위한 특별위원회가 현지확인과 의결 절차를 진행한다.

마지막으로 29일 제3차 본회의에서 위원회 심사 결과를 보고받고 회기 일정을 마무리할 예정이다.

이번 회기에서는 의원 발의 조례안으로
△이상미 의원의 「해남군 번영회 지원에 관한 조례안」
△박상정 의원의 「해남군 화훼산업 활성화 지원 조례안」
△김영환 의원의 「해남군 재활용품 수집인 지원에 관한 조례안」
△이성옥 의원의 「해남군 스마트농업 육성 및 지원 조례안」
△박종부 의원의 「해남군 농업기계 구입 지원에 관한 조례안」
△이기우 의원의 「해남군 정보화 조례 전부개정조례안」
△이상미 의원의 「해남군 청년 발전 기본 조례 일부개정조례안」 등이 상정된다.

또한 군에서 제출한 「해남군 자원봉사활동 지원 조례 일부개정조례안」, 「해남군 공설시장 운영관리 조례 일부개정조례안」을 비롯해 조례안 14건, 건의안 1건, 동의안 2건, 공유재산관리계획안 1건, 의견제시 및 기타 안건 4건 등 총 22건의 안건이 심의·의결될 예정이다.

특히 군정질문에는 민경매, 박상정, 박종부, 이기우, 민홍일, 서해근, 이상미, 김영환, 민찬혁 의원 등 9명의 의원이 참여해 군정 주요 현안을 점검하고 정책 대안을 제시할 계획이다.

이성옥 의장은 “이번 임시회 군정질문을 통해 군민의 목소리가 군정에 충실히 반영될 수 있도록 하겠다.”며 “집행부의 성의 있는 답변과 함께 군정 전반의 현황 및 문제점을 면밀히 살펴 군민이 체감할 수 있는 변화와 발전을 이루겠다.”고 밝혔다.

Haenam County Council Opens Its 347th Extraordinary Session
– 22 Major Agenda Items Including Administrative Questions and Ordinance Reviews –
The Haenam County Council (Chairperson Lee Sung-ok) will hold its 347th Extraordinary Session for a 10-day period from October 20 to 29.
The session will begin on October 20 with the 1st plenary meeting and activities of the Special Committee on Ordinance Review. On October 21, during the 2nd plenary meeting, questions and answers regarding county administration will be conducted.
Subsequently, on October 22–23, each standing committee will review and deliberate on proposed ordinances and general agenda items. From October 24 to 28, the Special Committee on the 2026 Regular Public Property Management Plan will carry out on-site inspections and deliberations. The session will conclude on October 29 with the 3rd plenary meeting, during which committee reports will be presented and the agenda finalized.
Ordinances proposed by council members include:
Ordinance on Support for the Haenam County Prosperity Association (proposed by Councilor Lee Sang-mi)
Ordinance on Support for Revitalization of the Floral Industry in Haenam County (Park Sang-jung)
Ordinance on Support for Recyclable Materials Collectors in Haenam County (Kim Young-hwan)
Ordinance on Promotion and Support of Smart Agriculture in Haenam County (Lee Sung-ok)
Ordinance on Support for Agricultural Machinery Purchases in Haenam County (Park Jong-bu)
Full Amendment to the Haenam County Informatization Ordinance (Lee Ki-woo)
Partial Amendment to the Basic Ordinance on Youth Development in Haenam County (Lee Sang-mi)
In addition, the county government has submitted amendments to the Ordinance on Support for Volunteer Activities in Haenam County and the Ordinance on the Operation and Management of Public Markets in Haenam County.
In total, 22 agenda items will be deliberated and resolved, including 14 ordinance bills, 1 resolution, 2 consent motions, 1 public property management plan, and 4 other agenda items and opinions.
Notably, nine council members—Min Kyung-mae, Park Sang-jung, Park Jong-bu, Lee Ki-woo, Min Hong-il, Seo Hae-geun, Lee Sang-mi, Kim Young-hwan, and Min Chan-hyuk—will participate in the administrative Q&A session to review key county affairs and propose policy alternatives.
Chairperson Lee Sung-ok stated, “Through this session’s administrative questions, we will ensure that the voices of our residents are faithfully reflected in county governance,” adding, “We will closely examine the current state and issues of local administration and strive for tangible changes and progress that residents can truly feel.”
