명현관 해남군수 “국립농식품기후변화대응센터, 속도 높여라!”

해남군(군수 명현관)이 국립농식품기후변화대응센터 건립을 비롯한 기후대응 농업거점 조성 사업의 속도전에 나섰다.

해남군은 2021년 농림축산식품부 공모를 통해 국비 594억 원 규모의 국립농식품기후변화대응센터를 삼산면 평활리에 유치했으며, 현재 기본·실시설계가 진행 중이다.

내년 착공, 2027년 준공을 목표로 추진 속도를 높이고 있다.

명현관 군수는 “기후변화로 인한 농업 피해가 심각한 만큼 센터 조기 가동이 필요하다.”며 “220회 이상 중앙부처와 국회를 방문해 사업 유치와 신속한 추진을 이끌어냈다.”고 밝혔다.

센터와 함께 해남군은 인근 100ha 규모 부지에 농업연구 1·2단지 및 전남 지역특화과수지원센터를 연계 조성해 국가적 농식품 기후대응 연구거점으로 육성 중이다.

전남도 지역특화과수지원센터는 해남·완도·나주에 흩어져 있던 과수연구소를 통합해 기후변화 대응 과수 실증 연구기관으로 2027년까지 완공 예정이다.

농업연구단지는 AI·스마트농업 기술이 집약된 첨단 연구단지로, 고구마연구센터·스마트팜·청년 임대농장 등을 중심으로 민간기업과 연계한 종자 및 실증단지도 조성된다.

명 군수는 “기후변화대응센터는 해남의 새로운 성장 축이자 대한민국 농어촌의 모델이 될 것”이라며 “RE100 국가산단 유치와 연계해 해남을 미래 산업전환과 탄소중립의 전초기지로 만들겠다.”고 강조했다.

Haenam County Mayor Myung Hyun-gwan Urges Faster Progress on National Agro-Food Climate Change Response Center
Target completion by 2027 — Establishing a key national hub for climate-smart agriculture in connection with the Jeonnam Integrated Fruit Research Center and Agricultural Research Complex
Haenam County (Mayor Myung Hyun-gwan) is accelerating the establishment of the National Agro-Food Climate Change Response Center and related agricultural research hubs aimed at strengthening climate resilience in agriculture.
In 2021, Haenam County successfully secured the national project through a public contest by the Ministry of Agriculture, Food and Rural Affairs. With 59.4 billion KRW in national funding, the center is being built in Pyeonghwal-ri, Samsan-myeon. Currently in the basic and detailed design phase, construction is scheduled to begin next year and be completed by 2027.
Mayor Myung stated, “As climate change continues to severely impact agriculture, the early operation of the center is essential,” adding that “by visiting central government agencies and the National Assembly over 220 times, we have successfully driven the project’s approval and rapid progress.”
Alongside the center, Haenam County is developing a 100-hectare agricultural research complex that will include Agricultural Research Zones 1 and 2 and the Jeonnam Regional Specialty Fruit Support Center, forming a national hub for climate-smart agricultural research and innovation.
The Jeonnam Regional Specialty Fruit Support Center, integrating existing fruit research institutes in Haenam, Wando, and Naju, will focus on experimental research responding to climate change. The center is scheduled for completion by 2027.
The Agricultural Research Complex will serve as a cutting-edge hub for AI-driven and smart farming technologies, featuring facilities such as the Sweet Potato Research Center, smart farms, and youth-leased farms. It will also include testbeds for seed and crop production in partnership with private enterprises.
Mayor Myung emphasized, “The Agro-Food Climate Change Response Center will become a new growth axis for Haenam and a model for Korea’s rural development,” adding, “In connection with the RE100 National Industrial Complex, Haenam will lead the transition toward future industries and carbon neutrality.”
